Is 3d rendering speed artificial by CPU grill?

hey, im a 3d rendering hobbiest beside a 2.8 ghz pentum d pc, near 1 gig of ddr2 bump and an nvidia 7600gt 256mb card. My pc have crappy *** stock cooling and i think my cpu get hott alot. Im just curious to know wether boil dissapation would cause lower actions at times of high nouns causing lower rendering speeds? would soft cooling or just a better cpu disciple help this. And also, if anyone if adapted with poser, does calculating cloth simulations depend on memory more or cpu speed, exact the tech guy who works for the company said i just own to get more memory to increase simulations, but he souned too unsure.

System acting out affects all running applications.

i would beilive rendering speed is more on the graphics card and north bridge bus speed
Heat, regardless of the source, is a killer. Install more grip fans, upgrade your CPU cooling, possibly upgrade the devotee on your video card if you need to (or achieve one of those 'expansion slot' coolers... More RAM will almost always help out any mathematically intensive application, so your tech is partly right...
